Terms of Service

Last updated: July 19, 2026

These Terms of Service ("Terms") govern your use of this website and the services provided by Virginia Tobacco Permits. By using this site or engaging our services, you agree to these Terms.

Important. Virginia Tobacco Permits is an independent licensing and compliance consulting service. We are not a government agency and are not affiliated with, endorsed by, or acting on behalf of the Virginia Alcoholic Beverage Control Authority (Virginia ABC) or any state agency. Nothing on this site is legal or tax advice.

1. Our Services

We provide consulting and administrative assistance with Virginia retail tobacco permitting and related compliance matters, which may include reviewing your business, preparing and organizing application materials, coordinating required paperwork, submitting applications to Virginia ABC, and providing ongoing compliance support. The specific services provided depend on the engagement you agree to with us.

2. No Guarantee of Outcome

Permit approval decisions are made solely by Virginia ABC and other applicable authorities. While we work to prepare complete and accurate applications, we do not and cannot guarantee that any permit will be approved, issued, or renewed, or that approval will occur within any particular timeframe.

3. Your Responsibilities

You agree to provide accurate, current, and complete information and documentation, and to promptly notify us of any changes. You are responsible for the truthfulness of the information you submit, for meeting applicable deadlines, and for complying with all applicable laws and regulations that govern your business.

4. Fees

Our service fees are separate from any government application fees, and are described in the engagement or quote we provide to you. Government fees are set by Virginia ABC and are subject to change. Unless otherwise stated in writing, fees are non-refundable once services have begun.

5. Third-Party Services

Certain requirements, such as employee training, may be fulfilled through third-party providers, including our training partner. Government agencies, including Virginia ABC, VDACS, and the Virginia Cannabis Control Authority, are independent of us and govern their own processes, fees, and decisions. We are not responsible for the acts, omissions, fees, or decisions of any third party or government agency.

6. Informational Content

9. Limitation of Liability

To the fullest extent permitted by law, Virginia Tobacco Permits and its operators will not be liable for any indirect, incidental, special, or consequential damages, or for any fines, penalties, or lost profits, arising from your use of this website or reliance on its content. Where liability cannot be excluded, it is limited to the fees you paid us for the services at issue.

10. Indemnification

You agree to indemnify and hold harmless Virginia Tobacco Permits and its operators from any claims, losses, or expenses arising out of your breach of these Terms, your business operations, or the information you provide to us.

11. Governing Law

These Terms are governed by the laws of the Commonwealth of Virginia, without regard to conflict-of-law principles. Any dispute will be subject to the exclusive jurisdiction of the state and federal courts located in Virginia.
